The Diplomat - pretty useless, as opinion doesn’t do much in game. The Emissary - Great for peaceful commanders, who want to buy units off of NPC factions
If you are the first person to complete a quest, then you get a small extra bonus. I primarily focus on the doctrines that you get, because they are extremely powerful and the game never explicitly tells you that you have unlocked them. In this week’s video, I discuss how to complete each of the empire quests, and the rewards that you get for each one.
